bin/update: Check current state before submitting an update.

Seems like this might reduce the work done by nameservers if they're not
very bright.

.ssh/sshsvc.conf: Newer version of `sshsvc-mkauthkeys'.

Build .ssh/authorized_keys using our sshsvc machinery.

bin/update: Check that the hostname is actually plausibly formed.

I'm going to assume that nsupdate or something will complain if the DNS
length limits or whatever are exceeded.
